PBC, or Practice Based Commissioning to give it its full name, is the means by which the Primary Care clinicians and the patient population of a Locality (within the geographical operating area of a Primary Care Trust (PCT)) can influence the range of health care services delivered in that locality.

By working together they can commission services which the PCT will procure on their behalf, establishing contracts with Hospital Trusts and independent Health Care Providers, as well as Federations of Primary Care practices, for the delivery of care closer to the home.
